He could mean that Remco is the one whose job it is to stay higher up in the first half of the race, then from stage 12 thereafter Lipo takes over. Hence the second man

Lipo is the actual leader, but putting the spotlight on Remco means he will be under the radar. However it also means Remco is setup for a spectacular failure.
