Isaac del Toro's winning celebration at Milano-Torino earns him a fine

Isaac del Toro won what is so far the most impressive victory of his short career at Milano - Torino. The Mexican was the strongest in the hard climb up to Superga and took the victory, however he did so without zipping his jersey and that ultimately cost him a fine after the race.
Del Toro sprinted through the finish line with the UAE Team Emirates jersey completely open, which is forbidden by the UCI, for which he has been fined 200 Swiss francs. What is surprising is not the sanction, which was known to be forthcoming. The race report pointed towards "damage to the image of the sport". It is known that teams tell their riders to zip their jerseys for the finish line pictures so as to showcase their sponsors, however it came as a surprise that the Mexican would actually be punished by the race organization itself.

Oh my goodness. This is scandalous. Isaac del Toro, you're damaging the image of the sport. Yellow card, please! That'll teach him that manners maketh man.

Seriously, I'm surprised that there is such a rule and again it is not consistently enforced. I never heard such ruling handed to Tadej in 2022 TdF when he crossed the line without zipping his jersey having been utterly defeated.

The real issue here is that his zipper was BROKEN. He couldn't have zipped it up even if he tried.
