There is no magic bullet but you can drastically reduce risk by a few simple measures. You’ll note the women’s edition attracts a totally different crowd (for now), just as many men but better behaved. Those kind of people never consider it a factor, driving is a freedom you can’t remove from them no matter what it costs, like smoking or alcohol, virtually price unrelated. You see this in hundreds of illogical actions humans have, if you have difficulty understanding, I’ll throw some examples to start the ball rolling.
The fee wouldn’t even need to be strictly enforced, the fact it is announced will prevent enough fake supporters from trying to circumvent, whilst real fans will know how to avoid, adapt or accommodate it.
