Depends what you think a breakthrough is. Del Toro was making waves last year. Magnier had wins last year. Onley showed up in the Cro race 3 years ago. Seixas is obviously a prodigy but not a revelation - we knew he was coming last year. No one had heard of Brennan before this year.

This year was the best chance. An 'easy' Giro won without going too deep. Tour a week earlier than usual, so more rest before the Vuelta. And only really Roglic to beat.
