I think the main issue is the jiffybag story itself is mostly fabricated lies. If it was true or could be corroborated by more than whoever sold the story to the Daily Mail, who told it and what was said, wouldn't have to hide behind an affidavit to protect Daily Mail from damages if the truth ever got out.

He has spoken a little more about what he believes was really going on, though he hasn’t said much to the cycling media yet. When he says he was made a scapegoat, he’s not referring to doping — rather, it seems he was caught in a media power struggle between Lord Rothermere’s Daily Mail and Murdoch’s Sky/News Corp. It sounds as though Wiggins was used as the fall guy by Murdoch’s side because there was an even more damaging story they feared could be used against Sky/News Corp. I imagine the full truth will come out eventually. A lot of it already has in fragments, but legally it’s probably a minefield where you can’t talk freely to tell the whole story perhaps.
