ASO is a private business. They are free to invite or bar anyone they please. However, I suspect you are referring to Armstrong's lifetime ban, instituted by WADA and enforced by the UCI. Many forget that Armstrong had the opportunity to reduce his ban by cooperating with USADA but he chose instead to accept his lifetime ban.
