Tour de France organizers are currently having their schedules filled as besides the work on the upcoming races, proposals for the following editions comes non-stop and Rotterdam are the latest city to announce their attempt to host a Grand Depart.
The information was passed on to Wielerflits during the Critérium du Dauphiné by an ASO representative, who has confirmed the Dutch city is looking to have the Tour de France on it's roads. The earliest possibility comes in 2026, as Bilbao will heave the 2023 slot, whilst Florence [Italy] is likely to take the 2024 and the 2025 edition will have an domestic start to the race.
It was proposed that the Grand Depart of the Tour de France Femmes could take place in the city in 2024, however it is still very much just an idea. In the same year the Tour de France is expected to have an incredibly rare finale away from Paris due to it's proximity to the Olympic Games.

I certainly don’t agree with everything they say or portray but I do understand they have to provoke to make their hitherto business model sustainable. And as it isn’t possible to discuss with them, it’s more interesting, rewarding and instructive to pick points to discuss with people willing to engage. I choose and have my own reasons for positive of negative opinions on riders and engage when someone disagrees on those, not interested in engaging on other reasons. What I agree with or don’t is pretty irrelevant though, I think you’ll agree JV gets his fair share of lifestyle criticism (also here) so why should TP be exempt?
